DEPUTY EXECUTIVE DIRECTOR
SEARCH (Sacramento, CA)
Job Overview
Under the direction of the Executive Director, is responsible for all aspects of operating the Programs Division. This Division carries out SEARCH's operational work and activities in the field of justice and public safety information sharing, identification and communications interoperability. The Deputy Executive Director is responsible for staff management and development, program planning and administration, support to the Membership Group and Project Advisory Committees, liaison with criminal justice agencies and organizations, development of corporate resources, support and maintenance of the National Computer Laboratory and Training Center, preparation and management of grants and contracts, development of technical reports and other documents, and advising the Executive Director on policy and corporate matters. The Deputy Executive Director is part of the Executive Management Team of SEARCH and advises and helps set strategic direction and provides insight and guidance on overall management and operation of the organization.
Essential Duties and Responsibilities
Key duties include:
- Responsible for providing leadership and strategic vision for SEARCH programs.
- Responsible for staff management, supervision and development.
- Responsible for program planning and administration, including activities such as education and training, technical assistance, systems development, national conferences, publications and research projects.
- Provides support to various Committees; includes maintaining liaison with Committee members, working with Committee Chairpersons in setting an agenda, selecting speakers, creating meeting materials, drafting reports and other publications documenting Committee activity, and acting on directives of the Committee.
- Maintains liaison with federal, state and local agencies and relevant justice and public safety associations; includes advising on issues relevant to the subject area, coordinating organizational activities, and monitoring emerging developments in justice and public safety information and statistics.
- Develops corporate resources through grants and contracts with federal, state and local agencies, and the private sector.
- Oversees program of Information Systems Development; includes systems modeling, software design, development and implementations.
- Conducts program of expert on-site and in-house technical assistance to state and local criminal justice agencies in all phases of information system technology.
- Conducts program of education and training both on-site and in-house through SEARCH's National Computer Laboratory and Training Center.
- Responsible for preparing and managing grants and contracts; includes development of grant proposals and applications, project scheduling and supervision of budgets.
- Responsible for developing reports; includes corporate reports, grant reports, research documents, and position papers.
- Advises the Executive Director on issues relevant to the subject area and corporate concerns.
- Other duties may be assigned.
Supervisory Responsibilities
This position directly supervises directors, managers, employees, administrative staff and contract consultants. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Work Environment, Travel, and Accommodations
The corporate office is located in Sacramento, California; however, relocation for the position is not necessary as SEARCH supports telecommuting and off-site employment. This position requires frequent travel (approximately 30%).

Required Education, Experience, and Skills/Knowledge
Education/Experience: Bachelor's degree. As much as 10 years experience in similar position with similar broad and specific responsibilities desirable.
Skills/Knowledge:
- Demonstrates strong leadership ability.
- Knowledge and skill in applying the principles and practices of management.
- Knowledge of justice and public safety system operation and administration.
- Knowledge of the systems development and implementation process.
- Knowledge and ability to conduct an effective program of technical assistance.
- Knowledge and ability to conduct an effective program of education and training.
- Ability to plan, organize, coordinate and direct the activities of a staff engaged in criminal justice research.
- Ability to develop staff capabilities and make the most effective use of their skills and training;
- Ability to develop and administer budgets;
- Understanding of the corporation's principles, practices and structure;
- Ability to work effectively with corporate staff and officials, and others with whom the corporation is directly or indirectly related;
- Ability to analyze problems accurately and make sound decisions promptly, and recommend effective courses of action to the Executive Director;
- Strong skills and ability in research, speaking and writing.
- Extensive knowledge in information systems technologies.
Required Certificates, Licenses, Registrations
A current driver's license and proof of auto insurance are required.
Compensation
Annual salary range starts at $10,119.83 per month, commensurate with experience. SEARCH offers an excellent benefits package including retirement, health, dental, life and AD&D, disability, vacation and sick leave. Successful completion of a background check is required.

The Director of Applied Research and Evaluation provides oversight, consultation, and project management of Crime and Justice Institute’s research, evaluation, and policy analysis efforts. The Director of Applied Research and Evaluation contributes to all phases of research/evaluation/policy analysis including: managing, designing and implementing applied research and program evaluation, planning statistical/data analyses, preparing reports and issue briefs, developing proposals, giving presentations, consulting with internal staff and external clients, and supervising research/evaluation/policy analysis staff.
Specifically, this position:

The Pew Charitable Trusts (PCT) is driven by the power of knowledge to solve today's most challenging problems. Pew applies a rigorous, analytical approach toward improving public policy, creating an informed citizenry, and stimulating civic life.
The Pew Center on the States
The Pew Center on the States (PCS), an internal operating division of The Pew Charitable Trusts, identifies and advances effective policy approaches to critical issues facing states. It researches emerging topics, develops 50-state comparisons, and highlights innovative approaches among states to complex problems. When the facts are clear, PCS advocates for nonpartisan, pragmatic solutions.
PCS makes use of the basic tools required to help states explore and advance effective policies, regardless of the issue: credible, timely and user-friendly research; assessments of public support for change; strategic outreach and dissemination to ensure that good information is widely communicated to state decision-makers, media, influential stakeholders and the public; the capacity to bring together diverse perspectives and find common ground; and the ability to identify approaches that have proven successful elsewhere.
PCS tracks and measures how well states are faring on a range of important issues through 50-state assessments, policy briefs, case studies, report cards and innovative tools. For instance, Trends to Watch is an online tool that compares and contrasts states on cutting-edge issues driving state policy in the 21st century. Our Government Performance Project measures and grades states on how efficiently and effectively they operate, and helps states learn from one another to improve their performance. And Stateline.org tracks, analyzes and investigates state news and policy developments daily.
When the facts support particular policy approaches, PCS works to advance them. PCS operates major initiatives in early education, children's dental health, intensive home visiting/parent mentoring for at-risk families, sentencing and corrections, and election reform. PCS also partners with other Pew projects in areas such as climate change, mortgage lending and foster care reform. While these issues are quite different, the projects have several important elements in common. All are grounded in credible, rigorous, nonpartisan research, focused on pragmatic solutions, and shine a spotlight on what works so that states across the country can learn about effective approaches.
PCS staff has expertise in research, communications and coalition building; those engaged in issue-specific projects have deep substantive expertise.
Project Description: Public Safety Performance Project
The Public Safety Performance Project (PSPP) is an initiative of the Pew Center on the States. Launched in 2006 as a Pew operating project, the project supports in-depth research and analysis and public and policy-maker education to help states increase public safety, hold offenders accountable, and manage corrections costs. The project currently has nine staff members.
The project and its partners lead a range of activities in more than a dozen selected states and at the national level:
- Promising Practices: The project is synthesizing information about effective policies and practices, making the strongest research available and easily accessible to policy makers and practitioners across the country through an online database, periodic reports and policy briefs. The project also identifies particular challenges and approaches and tracks key developments across states.
- Expert Assistance for States: Select states interested in exploring change receive tailored, in-depth assistance and resources from highly respected, nonpartisan experts. Participating states receive a data-driven analysis of their sentencing and corrections systems and a policy audit to identify a range of options, drawing on promising approaches and practices in other states facing similar challenges.
- Encouraging Cross-state Learning and Collaboration: The project helps state officials, practitioners, researchers and others share knowledge and ideas through policy forums, multi-state meetings, and national, regional and state-level convenings.
- Raising Awareness: The project helps ensure that policy makers and the public understand the need and widespread support for change through media outreach and education, broad dissemination of information, public opinion assessments, and efforts to highlight innovations among states.
Position Overview
The Trusts is seeking to hire a senior associate who would support the entire spectrum of activity under the initiative, with a particular focus on the research components. The position is located in Washington, D.C. This position currently has an end date of December, 2011. The project may be extended pending the success of the effort, board approval and additional funding.
The ideal candidate will have an educational and employment background in public policy or a related field, knowledge of the criminal justice system, and work experience undertaking projects involving many partners, complex issues and extensive writing. The candidates will preferably have experience with these and other issues at the state level.
Responsibilities:
Reporting to a PSPP project manager and in consultation with colleagues across PSPP, PCS and Pew, the newly created position will:
- Work with staff, partners and external experts to identify, collect and synthesize the most credible research and analysis in the field and make it accessible and relevant to policy deliberations.
- Assist in the production and dissemination of project publications, including generating ideas for publications, managing development of the ideas into viable publications, selecting appropriate consultants as authors, and editing draft copy.
- Identify needs and opportunities for commissioning original research, funding partners for original research, and coordinating the conduct of research projects.
- Develop national and multi-state meetings that bring together diverse stakeholders, raise public and policy maker awareness, and help forge common ground.
- Support the project's work in states, including helping implement broad-based strategic reform campaigns.
- Assist with the management and maintenance of the project's Web site and other communications and information dissemination efforts.
- Prepare contracts and letters of agreement for consultants and project partners.
- Assist in ensuring all of the major project components-whether developed internally or by the initiative's grantee partners-are well-coordinated and strategically focused.
- Facilitate effective communication and collaboration between the project and internal and external partners.
- Cultivate productive relationships and communication with a wide range of constituencies interested in state sentencing and corrections reform and states' fiscal health, including state policy makers, corrections officials, researchers and advocates.
- Maintain and continue to develop an understanding of emerging sentencing and corrections issues by monitoring publications and participating in conferences, seminars and other professional development activities.
- Represent the project and the Trusts' at conferences, meetings, and other events, including preparing materials for distribution and making presentations.
- Contribute to and participate in tasks of the project and the Center as assigned, as well as broader Trusts-related projects and activities as needed.
Impact
- Advance the PSPP's ability to achieve its strategic outcomes by collaborating with partner organizations and ensuring the implementation of goals.
- Help identify, develop and maintain strong collegial relationships with project partners, grantees and contractors to ensure sharing of information and best practices.
Requirements:
- At least four years' experience in criminal justice policy, with demonstrated knowledge of at least one of the following areas: sentencing, community corrections, prisons, courts, law enforcement, prosecution, or criminal defense. Experience working with state policy makers, corrections officials, researchers and other stakeholders strongly preferred.
- A bachelor's degree is required. Advanced degree in public policy or other relevant field strongly preferred.
- Demonstrated strong research and analytical skills applied to public policy issues, including an ability to synthesize and summarize large amounts of information and to focus quickly on the essence of an issue. Strong systems skills including Microsoft Office products and database and online research applications.
- Experience developing rigorous, timely, and policy-relevant research, experience commissioning and managing such research, and disseminating it effectively to policymakers, the media, and the public strongly preferred.
- Experience convening groups of policymakers, researchers, and other professionals, and supporting their efforts to move toward a desired outcome.
- Examples of a logical and resourceful approach to evaluating and addressing problems.
- Expresses ideas, thoughts and concepts clearly and concisely in a compelling way to convince or assist others, both in writing and orally. Examples of a clear, effective writing style.
- A record of developing and moving complex projects forward with a high degree of independence within a creative, fast-paced, action-oriented and collegial environment. Able to establish a systematic course of action to ensure project completion.
- Demonstrated time- and project-management skills, including an ability to meet multiple deadlines by maintaining a high level of organization. Ability to think strategically and creatively, adjust to changing circumstances, organize time, remain attentive to details and identify resources for projects.
- Acute political awareness and non-partisan perspective and approach. Demonstrated ability to build relationships among individuals and organizations with a range of interests and perspectives.
Travel
Approximately once every few months (on average) to attend conferences or meetings. Occasional travel to Philadelphia and New York.
