The Challenge:
  • To educate lawmakers and the public about the true nature of sex offenses.  The efforts made so far appear to have targeted the sex offenses that are stranger-to-stranger crimes (in Iowa, less than 5%).

  • One of these new efforts was a 2000-foot Residency Restriction for Sex Offenders with Minor Victims
  • Passed in 2005 and implemented in September, 2005 after the courts found it constitutional

Justice System Reaction:
  • “The biggest issue is with the public. They don’t realize a sex offender can visit near a school or day care center… It is a warm fuzzy law that doesn’t protect our children.”

Justice System Reaction:
  • “It has done nothing to protect children as the perpetrators can still visit families and friends where most of the sex offenders with child victims already know or associate with their victims.”

  • “[Our] deputy has encountered less time for actual sex abuse investigations and other duties to deal with residency restriction issues and phone calls from concerned citizens as well as registrants themselves.”

  • “Defendants refuse to plead guilty because they do not want to be forced to move or be subject to the residency restrictions.”

  • “We currently have 11 offenders living in a small one story motel. Rather than a positive support network these offenders turn to each other.”
